CONSULTING SERVICES

Expressions of Interest  

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business as of 13 October 2010. The Republic of Armenia has received a loan from the International Bank of Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this loan for the payments under the contracts of this loan for consultant services. The services include: Armenian IT Representation in the US (EIC-2.3.1-C-4). 


The main objective of the Armenian-American IT Promotion Initiative is to establish a direct link with the world’s leading ICT/High Tech hub and to foster the development of Armenia’s IT industry by promoting accelerating and investment opportunities via intensive mentoring/coaching and promotional activities, and physical presence in Silicon Valley.
The selected Consultant Company will implement the following main activities: 

  • Explore opportunities for collaboration and establish links with investment promotion entities, accelerators, VC funds, angel networks, business development institutions and agencies;
  • Assist EIF in identification and selection of Armenian IT start-ups/companies;
  • Identification of mentors in the US to assist Armenian start-up companies in development of company/product promotion strategy, preparation of company’s portfolio including marketing plans and presentation materials; 
  • Identification of acceleration programs and investors (angels and VC) in the US and introduction of selected Armenian start-ups’ and their products/solutions; 
  • Facilitate the process of start-ups’ applying to acceleration programs, VC funds, angel networks. If needed, provide basic legal/accounting and business consulting to Armenian start-ups in the US;
  • Coordinate visits of Armenian IT start-ups’ representatives to US, particularly providing services in planning and arranging pitching events and meeting with potential partners/investors. 

The Consultant will also carry out the following:

  • Raising general awareness on the Armenian IT industry in the US market by a) access to business community networking events, b) organization of pitching/outreach events; 
  • Provide assistance in organization of the Armtech Congress to be held in the US in May 2016.


The services are expected to start in December 2015 and will last 6 months. 


Required qualifications.
Consultant Company should have:

  • At least 5 years of operations in IT/HighTech industry;
  • Proven track record in IT product and services sales and promotion, preferably in the target US market;
  • Availability of necessary infrastructure and resources, such as office facilities, pool of experts and specialists;
  • Availability of local partner to implement local activities;
  • Extensive business network of accelerating, investment, and business development agencies; 
  • Experience of interacting/cooperation with global brands is an asset.

The Foreign Financing Projects Management Center of the Ministry of Finance of the Republic of Armenia now invites eligible consultant companies to indicate their interest in providing the services. Interested consulting companies, which meet the above-mentioned qualification requirements must provide information indicating that they are qualified to perform the services (information on general work experience of the company, description and work experience in the implementation of the similar assignments during the last years, availability of appropriate skills among the staff, their CVs, etc.). 


A consultant company will be selected in accordance with the procedures set out in the Section III- Selection based on the Consultants’ Qualifications of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the World Bank in May 2004.
