CONSULTING SERVICES

Expressions of Interest

 

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business as of 13 October 2010.

 

The Republic of Armenia has received a loan from the International Bank of Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this loan for the payments under the contracts of this loan for consultant services. The services include: Trainings for Gyumri Technology Center /GTC/.

 

The objective of this assignment is to assist GTC staff in implementation of training activities under GTC programs.

 

The selected Consultant Company will implement the following main activities:

  • Preparation of Annual Training Plan for GTC based on identified priorities.
  • Quarterly monitoring of Annual Training Plan to include revisions if necessary.
  • Design and implementation of promotional activities, preparation and placement of announcements, collection of applications and formation of training participants’ group.
  • Identification of trainers’ pool, selection and contracting of trainers.
  • Customization of trainings curricula, students’ evaluation models and learning materials in cooperation with selected trainers.
  • Identification of trainings’ venue, on-going coordination and monitoring of trainings implementation,
  • Design of trainings evaluation framework, including participants’ feedback forms, analysis of data collected and development of respective recommendations on improvements/changes required.
  • Design and maintenance of training participants’ database.
  • Effective communication with key stakeholders and project partners. 
  • Active cooperation with other educational initiatives
  • Implementation of several courses totaling 6500 hours covering following major areas:

Basic Programming, Multimedia, Business and Hardware Design and Architecture.

 

The services are expected to start in Septembert 2014 and will last 12 months with possible extension. 

 

Required qualifications.

  • Legally registered company;
  • At least 3 years of experience in  design and delivery of training courses, content creation and evaluating training effectiveness (preferably for ICT field);
  • Institutional and human capacities for organizing trainings.

The Foreign Financing Projects Management Center of the Ministry of Finance of the Republic of Armenia now invites eligible consultant companies to indicate their interest in providing the services. Interested consulting companies, which meet the above-mentioned qualification requirements must provide information indicating that they are qualified to perform the services (information on general work experience of the company, description and work experience in the implementation of the similar assignments during the last years, availability of appropriate skills among the staff, their CVs, etc.).

 

 A consultant company will be selected in accordance with the procedures set out in the Section III- Selection based on the Consultants’ Qualifications of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the World Bank in May 2004.
