SCIENCE INCUBATION PROGRAM 2024 /Clobal call/

 

We're excited to launch the global call for the Science Incubation Program 2024, implemented by the Enterprise Incubator Foundation (EIF) with support of the PMI Science R&D Center Armenia. The program aims to support research groups, companies, and institutions worldwide in developing disruptive ideas and highly applied research. It fosters collaborations between industry and academia, facilitating the commercialization of science and research output valorization.

INVITATION TO QUOTE (ITQ)

E-Society and Innovation for Competitiveness Project

Supply of Personal Computers (laptops, desktops, tablets) within the framework of “Computer for All” Program 

SH No: 1.3.1-G-21.


1.The Republic of Armenia has received a loan from the International Bank for Reconstruction and Development toward the cost of E-Society and Innovation for Competitiveness Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this ITQ:  Supply of Personal Computers (laptops, desktops, tablets) within the framework of “Computer for All” Program SH-1.3.1-G-2 in six lots.

 
2.The Enterprise Incubator Foundation and Foreign Financing Projects Management Center of the Ministry of Finance of the RoA now invites sealed Price Quotation from eligible Vendors /V/ for Supply of Personal Computers (laptops, desktops, tablets) within the framework of “Computer for All” Program in six lots. Vendors shall quote for one or more Lots under this Invitation only through the local wholesaler, distributor or dealer (Logistic Center /LC/). Moreover, each Vendor shall quote under this Invitation only trough one LC, as well as each LC shall present only one Vendor.


3.Tender will be conducted using the Shopping procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of May 2004 and revised in October 2006 and in May 2010, and is open to all V/LC eligible as defined in these Guidelines, that meet the following minimum qualification criteria:


Vendor must meet the following criteria:

  • 5 years history of manufacturing, marketing, and supporting personal computers and related hardware / software components;
  • number of computers manufactured per annum during the last 3 years of least 30,000 units;
  • 3-year business and investment plan with VLC’s targets (including special pricing policy for the Program) and demonstrable ability to reach them.

LC must meet the following criteria:

  • a legal entity registered and operating in the Republic of Armenia;
  • at least 5 years of local experience in sales and support of computer hardware and software;
  • sales, service and support team capable of managing and monitoring the distribution and sales of the products thorough the network of Point of Sales;
  • legally authorized distributors of computer equipment in Armenia and Service Center (must present letter of authorization from the Vendor to be submitted on behalf of the Vendor).

4.Interested eligible V/LC may obtain further information from Foreign Financing Projects Management Center of the Ministry of Finance of the RoA at the address given below from 09:00 to 18:00 of local time.


5.An ITQ in English/Armenian may be received by interested V/LC on the submission of a written Application to the address below.  The hard copy of the ITQ will be handed over to the V/LC’s representative. For the convenience of V/LC an unofficial electronic copy of ITQ will be sent by e-mail upon request. If there is a discrepancy between hard copy and electronic, the hard copy will prevail.


6.Quotations must be delivered to the address below at or before the November 23, 2012, 18:00 (local time, GMT +4). Electronic bidding will be permitted. Late Quotations will be rejected.
