Equipment for Regional Mobile Applications Laboratory (mLAB)

ICB No: 2.3.2-G-2a/Lot1,2

 

1.         This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on October 13, 2010. 

 

2.         The Republic of Armenia has received a loan from the International Bank for Reconstruction and Development toward the cost of E-Society and Innovation for Competitiveness Project, and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB: Supply of Equipment for Regional Mobile Applications Laboratory (mLab) ICB No: 2.3.2-G-2a/Lot1,2.

 

3.         The Enterprise Incubator Foundation /EIF/ and Foreign Financing Projects Management Center of the Ministry of Finance of the RoA /FFPMC/ now invites sealed bids from eligible and qualified bidders for Supply of Equipment for Regional Mobile Applications Laboratory (mLab).

4.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004 and revised in October 2006 and in May 2010), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.         Bidders may bid for one lot or both lots. Bidders will be evaluated on a per lot basis, so that discounts, if any, should be offered for each lot.

6.         Interested eligible bidders may obtain further information from Foreign Financing Projects Management Center of the Ministry of Finance of the RoA /FFPMC/  and inspect the Bidding Documents at the address given below from 09.00 to 18.00 of local time

7.         Qualifications requirements include:

          (a)      Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

  • The minimum required average annual turnover for the last three (3) years (2011-2013) shall be at least USD 300,000 for Lot 1, USD 100,000 for Lot 2. In case of applying for both lots, average annual turnover for the last three (3) years (2011-2013) shall be equal to USD 400,000.  
  • The Bidder shall submit the reports on the financial standing of the Bidder, such as profit and loss statements or VAT calculation statements, for the last three years;

 

(b)     Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

  • Min 3 years experience in supplying and/ or manufacturing of similar goods;
  • Min 1 successfully implemented similar contract in the amount of not less than value of the bid in the last 3 years /2011-2013/, specifying the purchaser, contract price and supplied goods.  In case of applying for both lots, min 1 successfully implemented similar contract in the amount of not less than total amount of two Bids. / Please submit a copy of the contract and Certificate of Acceptance of goods/.
  • Foreign Bidder, who is not doing business in Armenia, should be presented by a local agent, who will carry out after-sales, i.e. Supplier’s warranty obligations. *

In case of JV, each member of the JV shall meet the minimum requirement for financial capability and experience and technical capacity.

 (c)     The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:

  • The Goods supplied under this contract shall have ISO 9001:2008 certificates or equivalent.

A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

  1. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 50 USD or equivalent in any other convertible currency.  The method of payment will be a transfer of the indicated amount to the FFPMC account number specified below. The hard copy of the Bidding Documents will be handed over to the Bidder’s representative. For the convenience of Bidders an unofficial electronic copy of Bidding Documents will be sent by e-mail upon request. If there is a discrepancy between hard copy and electronic, hard copy will prevail.

9.         Bids must be delivered to the address below at or before the July 15, 2014, 15:00 (local time). Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 15:00 (local time) on July 15, 2014.  All bids must be accompanied by a Bid Security for Lot 1– USD 5,400 and for Lot 2 – USD 1,800 or an equivalent amount in freely convertible currency. In case of bidding for both of lots, a Bid Security for each lot should be submitted separately as evaluation will be done on a per-lot-basis as per ITB 36.3 (a).
