Expressions of Interest

 

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business as of 13 October 2010.

 

The Republic of Armenia has received a loan from the International Bank of Reconstruction and Development (IBRD) and intends to apply part of the proceeds of this loan for the payments under the contracts of this loan for consultant services. The services include: Armenian IT Representation in the US.

 

The objective of this assignment is to establish a direct link with the world’s leading ICT/HighTech hub and to foster the development of Armenia’s IT industry by promoting through investment and outsourcing/sales opportunities via extensive promotional activities and physical presence in Silicon Valley.

 

The selected Consultant Company will implement the following main activities:

 

General:

  • Direct marketing and sales using pre-identified customer contacts, informational assistance to various interested parties, and possibly customer support, help desk and virtual address services;
  • Explore opportunities for collaboration and establish links with investment promotion, business development institutions and agencies;
  • Preparation of marketing and communication materials, industry and product research, customer research and identification;
  • Raising awareness of the Armenian IT industry in target market by a) access to business community networking events, b) organization of workshops/outreach events, c)  publication of articles in specialized media;
  • Provide assistance in organization of the Armtech Congress to be held in the US in fall 2014;
  • Facilitate secondments of Armenian IT companies’ representatives to US, particularly providing services in planning and arranging matchmaking events and meeting with potential partners, as well as office facilities for 3-5 company representatives at a time with working space available upon request.

Sales/Export and Investment promotion:

  • Assist EIF in identification of Armenian IT companies with sales/exporting potential;
  • Identification of potential partners in the US market, creating a subset of companies;
  • Matchmaking of Armenian and US companies, leads generation;
  • Provide assistance in course of negotiations among Armenian and US companies;
  • Provide basic legal and business consulting to Armenian companies;
  • Assist Armenian companies in preparation of company’s portfolio including marketing plans and presentation materials;
  • Assist Armenian companies during participation in investment forums or similar events; presentation of Armenian IT investment opportunities during investment forums and other events.

The services are expected to start in September 2014 and will last 12 months with possible extension. 

 

Required qualifications.

 

Consultant Company should have:

  • At least 3 years of operations in IT/HighTech industry;
  • Proven track record in IT product and services sales and promotion, preferably in the target market;
  • Availability of necessary infrastructure and resources, such as office facilities, pool of experts and specialists;
  • Experience of interacting/cooperation with global brands is an asset;
  • Extensive business network of IT sales, investment, and business development agencies.

The Foreign Financing Projects Management Center of the Ministry of Finance of the Republic of Armenia now invites eligible consultant companies to indicate their interest in providing the services. Interested consulting companies, which meet the above-mentioned qualification requirements must provide information indicating that they are qualified to perform the services (information on general work experience of the company, description and work experience in the implementation of the similar assignments during the last years, availability of appropriate skills among the staff, their CVs, etc.).

 

A consultant company will be selected in accordance with the procedures set out in the Section III- Selection based on the Consultants’ Qualifications of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published by the World Bank in May 2004.
